Spellings Issues New Graduation Rate Regulations -- On October 28, US Secretary of Education Margaret Spellings issued the long-awaited final regulations on Title I of the No Child Left Behind Act, which include a requirement that states use a uniform calculation for determining every high school’s graduation rate. School Choice -- There are a number of options for parents who decide their children are better served outside their neighborhood public school -- out of boundary discretionary transfer, public charter schools, and vouchers used to subsidize private school attendance (for example, the Washington Scholarship Fund and the Latino Student Fund).  Sources: FOCUS -- Friends of Choice in Urban Schools, District of Columbia Public Schools, District of Columbia Public Charter School Board, Washington Scholarship Fund, Latino Student Fund.

TAP (Teacher Advancement Program) -- The National Institute for Excellence in Teaching (NIET) accepts applications from schools that state departments of education select to compete in their program to recruit and develop future teachers. NCTAF Research and Reports -- The National Commission on Teaching and America's Future (NCTAF) has identified four strategies to improve teaching and learning -- "create strong learning communities in schools; close the gap between teacher preparation and practice; support professionally rewarding teaching careers; develop authentic teaching standards and learning assessments. Hopes, Fears, & Reality: A Balanced Look at American Charter Schools in 2008 -- The fourth annual report from the National Charter School Research Project (NCSRP) examines the differences among charter schools. "What Do We Know About the Outcomes of KIPP Schools?" -- An article entitled "“Realistic Expectations” Urged for KIPP Schools. Expert says existing research offers positive but mixed picture" assesses KIPP's (Knowledge Is Power Program) impact, calls for further evidence, and advises caution. "Measuring What Matters: Creating Longitudinal Data Systems to Improve Student Achievement" -- This survey of 50 states and the District of Columbia indicates that only six states can fully follow the trajectory of students from preK through 12th grade.
