Jared D. Cohen, Executive Director
Mr. Cohen, MBA has more than 16 years experience in the non-profit sector serving organizations at the local, regional and national levels.  Most recently, Cohen served as Vice-President of Development at the Alliance for Aging Research, a non-profit organization advancing scientific and medical discoveries to maximize healthy aging, independence and quality of life for older Americans.  Prior to the Alliance, he served twelve years with the Make-A-Wish Foundation of the Mid-Atlantic, Inc.  During his tenure with the Foundation, Cohen held a number of positions including vice President of Development and Community Relations and Chief Operating Officer.  Cohen earned an MBA from Johns Hopkins University, MD and an MA in Public Communications from American University in Washington, DC, where he also completed his undergraduate studies.  He resides with his family in Washington, DC.




Rosa L. Carrillo, Language Services Program Director
Ms. Carrillo directs the delivery of the translation, interpretation, and advocacy efforts of the Language Services Program.  She is a trained interpreter (English/Spanish) whose involvement with the Language Access Coalition helped pass the Language Access Act in Washington, DC.  She is a member of the Access For All Committee for the Transportation Planning Board of the National Capital Region developed to guide the language access plan for the Washington Metropolitan Area Transit Authority.  Ms. Carrillo serves as the Treasurer for the Life Skills Center in Washington, DC.  Before immigrating to the US, she was the coordinator of the Language Department at Giordano Bruno School in Lima, Peru, where she developed, edited and promoted curricula and other educational materials in Spanish and tutored English to elementary school students. Ms. Carrillo is a graduate of Trinity College in Washington, DC with a BA in International Studies and minor in History.









Mildred Musgrove, Director of the DC Parent Resource and Information Center
Mildred Musgrove, Doctor of Philosophy in Education retired from the District of Columbia Public Schools after 34 years during which she served as a teacher, curriculum writer-in-residence, instructional supervisor, elementary school principal, assistant superintendent, Chief of Staff to the Superintendent, Interim Chief Academic Officer, and Senior High School Principal.  Currently, Dr. Musgrove serves on the Board of Directors of the 21st Century School Fund and the Comprehensive Center for Renewal, Inc.  Dr. Musgrove provides overall management of the Parent Information Resource Center.




Gloria Quirarte, Director of Operations
Ms. Quirarte, MA is responsible for the accounting, human resource and IT activities of the organization. She has 20 years of service with national and local mission driven non-profit organizations in the areas of education and health.  Ms. Quirarte has directed health education campaigns throughout the US including Puerto Rico with the National Alliance for Hispanic Health and co-developed an after-school leadership curriculum for elementary and middle school Hispanic girls with Hispanas Unidas of San Antonio, TX. With the Johns Hopkins Berman Bioethics Institute, she collected over 100 testimonials on issues of confidentiality and privacy from patients with genetic conditions such as cystic fibrosis and sickle cell anemia. Ms. Quirarte holds an MA in Socio-Cultural Anthropology from the Johns Hopkins University in Baltimore, MD and a BA in Political Science from Swarthmore College in Swarthmore, PA.
