MCS Advancing Progressive Language Access Laws

MCS' advocacy in the area of Language Access and Human Rights has contributed to create one of the most progressive language access laws in the United States. MCS advocates for the rights of individuals to access services without facing language barriers.  MCS strives to ensure that the language rights of the DC community are not violated and to raise awareness about these rights.

MCS works closely with the DC Language Access Coalition, a non-profit organization, ensuring that DC residents and workers who are limited English-proficient (LEP) or not English-proficient (NEP) have equal access to the most essential government benefits and services, including food stamps, Medicaid, health care, unemployment benefits, job training programs, public education, fire and emergency services, the police department and mental health services.

MCS works with the DC Office of Human Rights, the District of Columbia government agency that enforces the DC Human Rights Act of 1977 and investigates complaints of unlawful discrimination in employment, housing, educational institutions, and places of public accomodations, such as restaurants, hospitals, financial institutions and insurance companies. 

Building Partnerships

MCS builds its partnership with the Language Access Coalition and the Office of Human Rights by:
  • Participating in monthly Language Access Coalition meetings.
  • Preparing public witnesses for government testimonials in oversight hearings.
  • Providing technical assistance with expertise on the DC Language Access Act -- its regulations and amendments -- in collaboration with the Office of Human Rights.
In addition, MCS acts as an ambassador and advocate for the Washington Metropolitan Transportation Authority (WMATA) by participating in the language access implementation meetings.
